Draft Foreshore Master Plan released for community feedback

Published on 1 June 2026

Barwon Coast has released the draft Foreshore Master Plan, setting out a long-term vision to guide the care, use and management of the coastline over the next 15 years.

The draft Plan has been shaped by extensive engagement with the community, Wadawurrung Traditional Owners, a Community Reference Group and key stakeholders, alongside technical studies and strategic planning work.  More than 500 voices contributed to the development of the plan, helping to inform a balanced approach to caring for the coast.

Three clear priorities emerged through this process: putting Country first, creating welcoming and connected access, and leading with care. These principles underpin the draft Plan, guiding planning, design and investment to support a healthy future for this much-loved place.

The draft Plan brings together community aspirations, Barwon Coast’s commitment to environmental stewardship, and forward planning for a healthy, connected coastline. It includes a range of proposed actions focused on improving trail networks and connections, enhancing signage and navigation, responding to coastal hazards, and improving car parking and pedestrian movement to create safer, more accessible and easier-to-navigate public spaces.

Barwon Coast Committee of Management Chair Peter Farrell said the draft Plan reflects the importance of listening to the community while taking a long-term, landscape-first approach.

“This Plan has been shaped by the people who know and love this coast, alongside the voices of Traditional Owners and our project partners,” he said.

“It strikes a careful balance – protecting the natural environment while ensuring the community can continue to access and enjoy the coast in a way that respects its unique character.”

The draft Plan is now open for community feedback. Barwon Coast is encouraging people to review the document, explore the concept plans and share their thoughts through the online community survey or by making a submission.

Community members can also attend one of several drop-in information sessions to learn more and speak with the project team.

Feedback will be used to refine the Draft Plan before it is finalised.
