Manager - Finance
The Barwon Coast Committee of Management was incorporated in July 1995. It is responsible to the Minister for Environment for managing approximately 15 kilometres of Coastal Crown Land in and around Ocean Grove / Barwon Heads. Barwon Coast operates the Barwon Heads Caravan Park; the Riverview Family Caravan Park, Ocean Grove and the Riverside Camping Area, Ocean Grove. They offer caravan and camping sites and on-site accommodation for rental which forms the commercial basis of Barwon Coast’s business. These parks produce approximately $6.5m revenue annually which is applied primarily to the operation of the Caravan Parks, natural resources management, maintenance and improvements within the Barwon Coast jurisdiction.
Reporting to the CEO, the Manager – Finance will be accountable for the integrity of financial systems, the formation of financial and budgeting policies and procedures, presenting accurate financial information and ensuring compliance with relevant legislative requirements, including the Australian Accounting Standards.
As a key member of the senior leadership team, they are responsible for developing and maintaining a financial reporting framework that delivers accurate financial forecasts based upon performance, analysing trends and making recommendations to facilitate well-informed decision making.
This position encompasses the oversight of all facets of financial management, including, but not limited to:
- Regulatory financial compliance in relation to Crown land management;
- The provision of timely and accurate financial services including the development of a 3-5 year Business Plan;
- Supporting the compilation of the Annual Report;
- Coordination of audits of financial policies procedures, and
- Management of a small finance team.
To be successful in this role, you will have a tertiary qualification in Commerce, Business Studies (Accounting) or equivalent with extensive financial management expertise. CPA or CA accreditation is highly desirable.
You bring a demonstrated knowledge of Australian Accounting Standards, and ideally, you will have worked in local government or with a statutory authority. You have experience in leading the establishment of financial work practices and implementing clear and transparent risk mitigation strategies.
Knowledge of State Government policies relating to Caravan Park and Crown Land Management will be highly regarded, as will experience with RMS 9+ or a similar booking program. You will have knowledge of TENCIA (Arrow) Software, a sound understanding of Payroll processing and leave accruals and solid skills across the Microsoft Office suite.

You possess well-developed written communication skills that enable the production of financial reports and policies covering complex issues.

You will be required to provide a current Police Check.

This is a full-time role position. Currently, the organisation is operating in a hybrid model of working from home and the office with a full set-up provided for both. You will have the flexibility to manage your own time as long as you are available to attend a weekly management meeting on a Monday morning. Attractive remuneration will be offered commensurate with your skills and experience.
